In Ranchi, the state government has launched the Vigilance Clearance Information System to ease the promotion process. Now the promotion of officials will not be delayed due to lack of vigilance certificate. Online details will be updated on the HRMS portal and information of cases will be entered online by the ACB. This online facility will make the promotion process fast and transparent.
The promotion of state government officials will no longer remain pending in the absence of vigilance cleanliness certificate.
Now the concerned department will get this certificate online on time for the promotion of officials. The state government has decided to implement Vigilance Clearance Information System under Human Resource Management System (HRMS), under which all its processes will be online.
For the promotion of state government officials and employees, annual confidential complaint, passing in departmental examination, departmental charges, status of giving property statement as well as vigilance cleanliness certificate are seen.
In the case of officers, the surveillance cleanliness certificate is given by the Cabinet Secretariat and the Vigilance Department. Earlier, the concerned department had to prepare the posting details of officers eligible for promotion in the prescribed format. This causes unnecessary delay.
Now, under the Vigilance Clearance Information System, officers will keep their posting details updated online on the HRMS portal.
It will be the responsibility of the department to keep the posting of its officials updated. Under this system, information regarding the cases registered against any official will be recorded online by the Anti-Corruption Bureau (ACB), Technical Evaluation Cell and Cabinet Secretariat and Monitoring Department.
In the light of this information, a list of the concerned officials will be prepared and an online monitoring cleanliness certificate will be generated.
The cases registered or executed against any official by ACB and Technical Evaluation Cell will be updated by the fifth of every month, on the basis of which the Cabinet Secretariat and Monitoring Department will update it by the 15th. The validity of the online generated monitoring cleanliness certificate will remain till the 15th of the next month.
